I'm not quite sure I understand what you mean.
What are the qualifications for me to review it? If that is the case then my typical qualifications are just to link me to the piece in preferably the Art portal. Scouted or unscouted doesn't matter.
Skill level doesn't matter either. I have reviewed everything from top tier to the bottom rung.
I could answer this much more appropriately if I under stood what qualifications we were discussing.
